歐盟展開下一波RoHS 排外項目徵詢

歐盟甫於10 月12 日公佈2006/690/EC, 2006/691/EC,與2006/692/EC 等三項決議案，共
增添修訂9 項排外項目(詳情請參閱本公司48 期新聞)，並緊接著於2006 年11 月10 日展開
新一波的排外項目之意見徵詢。歐盟相信，排外項目之增修，必須以利害相關者的意見作
為重要的參考依據。目前，產業界提出之建議排外項目包含下列23 項：
1. 用於屏敝陰極射線管 (CRT), 防止X 光散射之鉛 (Lead used for shielding of
x−radiation emissions for CRT)；
2. 用於高效能通訊電路板上之焊接合金可含鉛與六價鉻 (Lead as soldering alloy in
high performance communication electronic board and hexavalent chromium)；
3. GemCore 410 EMV 模組 (註:用於智慧卡讀取機上, 例如感應付費電話, 螢幕觸控
式電話, 自動提款機, 地鐵/捷運刷卡機, 電子錢包, 販賣機, 進出管制, 停車計時,
計量器等) (GemCore 410 EMV; (The GemCore410-EMV is a modular, yet very
compact coupler. It offers the simplest means of integrating an EMVCo approved
smart card reader into different types of electronic equipment. Application: Payphones
and screen-phones; Payment terminals, kiosks, electronic purse; Vending and game
machines; Access control, park meters; Metering)；
4. SAVBIT 銲錫 (註: SAVBIT 銲錫是經過精確量測銅的含量, 因此在焊接的過程中,
不會有多餘的銅被一般鉛/錫銲錫所溶解, 進而提高可靠度的產物) (SAVBIT
solder)；
5. 用在地勤航空通訊設備製造過程中的錫-鉛焊接 (Sn−Pb soldering used in
Ground−based Aeronautical Communication Equipment Manufacturing)；
6. 用於專業擴音器上之轉換器, 可用錫-鉛銲料 (Transducers used in professional
loudspeaker systems, using tin−lead solder) ；
7. 專業之音響設備於其製造過程中可用錫-鉛銲料 (Tin−lead solder in the
manufacture of professional audio equipment)；
8. 用於某些特殊或專業的設備中的特殊積體電路系統的存貨中，含有鉛-錫銲料的
導線或球狀物 (Inventory of special ICS having tin−lead solder on/in leads/balls,
used in specialist/professional equipment)
9. 電子錶上裝飾用之水晶石 (Crystal Stones within the battery operated watch) ；
10. 用於廣播及國家安全區域之電子電機產品 (EEE used for the broadcast and

11. AMD 公司所製造, 型號: AM186ES−V40 及AM79C961AKC 之產品內部導線電
鍍所含的鉛 (AM186ES−V40 containing lead in used in the leads over plating and
AM79C961AKC containing lead in used in the leads over plating)
12. 硫化鎘或硫化硒應用於高分子材料基底之薄膜電晶體 (Cadmium sulphide or
cadmium selenide in polymer based thin film transistor)
13. 電子零件中, 電極端之表面處理的焊料可含鉛 (Lead used in the soldering for
surface finishing at the electric pole terminal on the electronic parts)
14. 厚膜陶瓷基板上所含的氧化鎘 (CdO)可含鎘 (Cadmium contained in the cadmium
oxide of a thick film ceramic substrate)
15. 所有電子元件中使用之銲料中可含鉛 (All electronics assemblies using lead in
solder)
16. 鉛用於電熱毯的熱點偵測上 (Lead in electric overblankets for Hot Spot detection)
17. 鉛-錫銲料可用於MPC 10 上 (註: MPC 10 應用於可用卡付費之自動販賣機上)

18. 六價鉻用於抗活化層時 (Hexavalent Chrome Cr−VI when used as a passivate)
19. 鉛及六價鉻用於電路板, 或是即將淘汰的Intel 80c188/86 EAXL 微處理器, 或
ADMC DSP 類比裝置或NEC 的uPD7101 DART 上 (Lead contained in circuit
boards, obsolete and non−compliant Intel 80c188/86 EAXL microprocessors, Analog
Devices ADMC300 DSP, and NEC uPD7101 DART and hexavalent chromium)
20. 用於製造電熱毯及加熱墊上之零組件可含鉛 (Component used in the manufacture
of electric blankets and heating pads)
21. 請求刪除 "於光纖通訊系統稀土鐵石榴石法拉第旋轉器中作為雜質的鉛" 此項排
外條款 (Request to delete exemption for "Lead as impurity in RIG (rare earth iron
garnet) Faraday rotators used for fibre optic communications systems)
22. 微調電阻內的鉛 (Lead in Trimmer Potentiometer elements)
23. 光電元件中的鎘 (Cadmium in opto−electronic components)
